“Country of Children” Project

“The Conception of Health care for Country of children project” was developed in 2012. The project itself included development of educational and recreational all-season federal camp for up to 12 000 children and 6000 attendants and camp staff at the same time.

Medical support was strongly needed for such an ambitious project. According to the  laws of Russian Federation , we had to organize the following services:

• anti-epidemiological measures;
• adequate supply of beds in isolation units ( the amount of bed needed is estimated as 2% from the total amount of children);
• emergency medical treatment ( within medical aid station);
• preventive examination of arriving children.

In this context, Project Administration was not only interested in development an additional medical facility with the total floor area of 24 000 m2 (area needed according to the Russian rules and regulations), but also in commercial exploitation of the facility in the absence of epidemics and/or other emergencies. We offered development of diagnostic and rehabilitation center with an operating room based on the needed medical infrastructure. This configuration would allow to use existing medical facilities for medical purposes and allow to react on epidemiological or other emergency situations in the camp fast enough.

“Project Med” LLC provides the following services to the Customer - construction of the business plan, development of the medical concept, financial feasibility study of the project. The investment memorandum for attracting debt financing was also created.

The total amount of funding was estimated as 1 550 million rubles, including capital and operating expenditures (working capital formation and losses in first period of the project), 1350  and 200 million rubles respectively. Meanwhile the net present value of the project is estimated as 1850 million rubles with internal rate of return of 30% and payback period of 6 years. Project income after achieving operational effectiveness (in around 4 years) is estimated as 800 million rubles with EBITDA Margin of 30% (building is being owned by the Customer).
